Located in Boulder, Colorado, University Corporation for Atmospheric Research (UCAR) serves and participates in a collaborative community of researchers and educators who are dedicated to understanding the atmosphere -- the air around us -- and the complex processes that make up the Earth system, from the ocean floor to the Sun’s core. UCAR manages the National Center for Atmospheric Research (NCAR) on behalf of the National Science Foundation and the university community.
What You Will Do:
Reviews all contracts, subcontracts, purchase orders, cooperative agreements, grants, memorandums of understanding and other forms of agreement (collectively “Awards”) issued to UCAR to determine appropriate contract-related actions to be taken to close out Awards including: (1) period of performance extensions; (2) incremental funding requests; (3) supplemental funding requests; or (4) initiation of Award closeout. Prepares and/or coordinates the submission of all required closeout documentation, including final financial, property, patent, invention, effort reporting, certifications, and other required reports. Processes Award modifications related to Award closeout, including changes to periods of performance and funding (deobligations). Works with Financial Accounting to help resolve outstanding receivables and other financial issues prior to Award closeout.
Determines and communicates the proper closeout requirements and procedures for various types of federal and non-federal Awards to labs, programs, Finance, and Property and provides assistance to them in understanding their closeout obligations.
Independently responds to all external questions related to closeout including coordinating with appropriate offices to obtain requested information.
Negotiates all outstanding closeout issues including quick closeout per the Federal Acquisition Regulations and works with sponsors to confirm Award closeout as required.
Maintains Award closeout status in UCAR’s Award management system and provides timely and accurate data entry of closeout information into Contracts’ closeout tracking worksheet and/or UCAR’s Award management system.
Manages the process for changes to key personnel on Awards, including requesting approval from sponsors and processing related Award modifications.
Coordinates with Contract Administrators in Subcontracts/Procurement for the collection of required subcontractor and subrecipient closeout information.
May assist Contract Administrators in the closeout of subawards and subcontracts to ensure timely and proper payments to subawardees and subcontracts by examining subcontract invoices for adequate support documentation, mathematical accuracy, and compliance with subcontract terms and conditions, payment, and delivery schedules to help ensure timely closeout of Awards.
Serves as primary back-up for Senior Administrative Assistant.
What You Need:
Education and Years of Experience:
Bachelor’s degree in business or public administration and at least two years of government or commercial contracts experience or an equivalent combination of education and experience.
Knowledge, Skills, and Abilities:
Experience in a contracting environment and in Award closeout.
Broad knowledge of contract procedures, regulations, and contract administration.
Familiarity with the Federal Acquisition Regulation closeout requirements and applicable OMB Uniform Guidance (2 CFR Part 200).
Extensive level of attention to detail required for a high volume, fast-paced workload.
Excellent organizational and interpersonal skills.
Excellent written and oral communication skills, including skill in reviewing/interpreting basic terms and conditions of contractual instruments.
Strong team orientation and ability to work independently with limited guidance.
Intermediate skill in the use of word processing and spreadsheet software.
Working knowledge of basic not-for-profit accounting.
Desired but Not Required:
Experience handling Award closeout arrangements.
Advanced skill in creating and modifying Cognos reports and analyzing them for relevance and/or discrepancies.
