New Jersey Institute of Technology (NJIT) is seeking a Budget Analyst (multiple positions).
Position Summary: Under the general direction the Director University Budgeting and Financial Planning responsible for the prompt thorough and accurate analysis and processing of all fiscal activities impacting the University budget. Analyze and process university information utilizing the Banner system and other proprietary applications in a confidential and professional manner.
Essential Functions: Budget Planning and Control: Analyze and reconcile salary balances to the Vacancy Report which is routinely distributed to Sr. Staff on a timely basis. Prepare budget analyses used to maintain overall budget control; including telephone equipment utilities insurance debt service adjuncts graduate students etc. Analyze assigned unrestricted accounts and coordinate actions with Associate Director to ensure that commitments are within budget allocations. Accounts not complying with approved plan are contacted for prompt review and corrective action. Assist in the overall coordination and development of the operating budget.
Financial Analysis: Prepare various university operating budget plans forecasts and financial planning scenarios as directed by the Director University Budgeting. Assist in the development of the university's annual budget and the annual budget submissions to the State. Review the Governor's State Budget and Appropriation's Handbook to gain further insight into the State Budget process and allocation. Prepare and analyze university-wide budget and financial information using Banner, Cognos, and excel. Assist in the review of business plans and associated financial models. Assist in the development of multi-year budget models under the direction of the Associate Director. Analyze and project cost of negotiated salary increases with various bargaining units which requires a thorough understanding of existing labor agreements.
Financial Resource/Customer Service: Assist university personnel in the proper use of financial systems including: Banner, Highlander eMerchant, and Chrome River. Assist in developing and maintaining the Budget Office website and the Executive Budget Management System. Under the direction of the Director assist with Finance Systems training sessions and ensure that training materials are up-to-date.
Additional Functions: Interaction/coordination with other departments (dean's offices, Provost's Office, other area Vice President's) regarding their budget status and vacancy list (recruitment plan). Check validity and budget availability insuring the proper utilization of university funds in compliance with university policies and budget guidelines and assist employees on required documentation and approvals as necessary.
Prerequisite Qualifications: Bachelor's degree in Accounting Finance or related business field required. A minimum of two years of related professional experience preferably in a higher education environment – (Junior Analyst opening) and a minimum of five year of related professional experience preferably in a higher education environment (Senior Analyst opening). At the university's discretion, the education and experience prerequisites may be accepted where the candidate can demonstrate an equivalent combination of education and experience specifically preparing the candidate for success in the position.
