Job Summary: Under limited supervision, responsible for utilizing financial knowledge and project management skills to guide decision-making, solve problems, provide analytical insight and business judgment to support strategic and tactical initiatives across the college. Utilizes comprehensive knowledge of business law to assess and monitor contracts, proposals and agreements. Responsible for the overall direction, execution, control and completion of assigned projects ensuring consistency with the college strategic plan, commitments and goals to meet or exceed stakeholder needs and expectations.

Duties and Responsibilities:

Works closely with senior leadership, to identify and promote best practices and continuous improvement in all sectors of the college and their relationship with the organization to include processes, systems, tools and reports.
Reviews contracts, agreements, proposals and estimates for accuracy, legal and policy compliance, cost accounting, and other constraints.
Develops cost analysis of proposed initiatives, programs, projects, grants and interprets data, factors, and changes that may affect initial or ongoing viability.
Primary point of accountability to provide project management support to ensure the effective planning, execution and implementation of assigned projects.
Understands the organizations objectives and requirements, both at a high level and a detailed level, to provide continuity of vision and understanding across the teams throughout the full lifecycle of projects.
Accountable for project budgets, forecasts, revisions, and project-related accruals.
Builds the project charter, which should include: the resource plan and roles, the communication plan, a description of major features or work products, lists of major milestones, potential risks, project dependencies, and the project budget.
Expands on the project charter, build-out and management to a project plan including tracking of key project milestones, (e.g., specify goals, strategy, budget, staffing, scheduling, identification of project risks and dependencies, issue resolution processes, contingency plans, and change controls).
Accountable to participate and integrate with the delivery team, ensuring that team members deliver quality work on time and on budget while rigorously managing scope and delivering the expected value proposition.
Anticipates challenges, tracks and actively manage issues and risks and escalate as appropriate to senior leadership.
Provides status updates with senior leadership to provide client and stakeholder transparency and project level reporting.
Establishes issue resolution and escalation of decisions.
Attends, manages, and leads project meetings.
Helps communicate recommendations to leadership and stakeholders.
Performs other job-related duties as assigned.
Required Minimum Qualifications:
Education and Experience:
Bachelor’s Degree in Finance, Business Administration, or related field of study
8+ years of related work experience in public sector finance
2+ years direct supervisory experience or 4+ years oversight of large scale multi-department projects
Budget management, financial reporting and cost analysis experience
Experience commanding status meetings and effectively holding team members accountable for status, deliverables, and timely escalation of issues.
Project management knowledge, skills, tools and techniques
Financial and governance best practices
Standard contract language, contract processes and preparation

Communicating changes in status, risks, issues and dependencies in a timely manner
Presenting analytical assessment of complex data using PowerPoint or other similar software
