Audit and Compliance Analyst (Accountant) - (190000L4)
The University of Maryland, Baltimore (UMB), Institute of Human Virology (IHV) , is currently seeking an Accountant . The Accountant will perform advanced level review and analysis of post grant and non-grant accounting transactions to ensure completeness and accuracy, as well as adhere to standards of the IHV, Federal and other funding agencies.
***May require periodic foreign travel of two to three trips a year for less than ten percent of the time.***

Manage the post award activities of international grants in six (6) countries in Africa by ensuring that expenses are in compliance with Institute, State, and Federal regulations in order to ascertain adherence to guidance and operational effectiveness. This includes reviewing numerous financial transactions for completeness and accuracy.
Monitor the effectiveness of internal controls in field offices.
Perform regular tax compliance checks for field offices in conjunction with local legal authorities and UMB Campus representatives.
Identify high risk findings/problem areas, the cause and possible effects, and make recommendations for improvement and regulatory compliance in order to improve operating effectiveness.
Serve as one of the main liaisons to staff by providing advice on GAAP, the OMB Uniform Guidance and accounting issues.
Conduct accounting reviews of field offices and subcontractors to develop, present, and discuss material weaknesses and reportable conditions, including monitoring corrective actions and reporting on the progress of deliverables to management.
Work independently and in teams as needed to prepare correspondences for management and recommend improvement to existing processes to enhance productivity and strengthening internal controls.
Manage the monthly counts of clinical trials cash funds and gift cards, and report findings to management. This includes reviewing the documentation for distributed funds and gift cards, and ensuring that this complies with University working fund policies and procedures.
Perform other duties as needed.
Education: Bachelor's degree in Accounting, Finance, Business Administration or other BA.
Experience: Two (2) years of related audit and accounting experience using general acceptable accounting principles.
Equivalent combination of education and experience may be considered.
Knowledge, Skills, and Abilities:
Knowledge of best practices in field as well all relevant federal, state, and local rules, regulations, and programs/policies for meeting compliance.
Ability to pay close attention to details.
Ability to research, compile, compare, forecast, and interpret facts and figures to make sound judgments based upon this knowledge.
Ability to effectively use analytical and organizational skills in order to carry out and follow through with assignments for which no clear precedents exist.
Ability to provide consulting advice and expertise both orally and in writing to clients, peers and management.
Ability to lead and participate in the development of policies and procedures.
Ability to communicate and interact with, as well as support effective partnerships with peers and management.
Skill in serving as liaison with key external agencies, campuses, or other high level contacts.
Skill in using PC applications for advanced analysis and useful reporting.
Ability to establish and communicate ongoing and new priorities and projects in order to meet scheduled deadlines in a changing environment.
Excellent time-management skills.
Ability to reprioritize data as change warrants; ability to change.
