Reporting to the Associate Director of Compliance and Reporting, VCU’s Office of Financial Aid is looking for a knowledgeable and experienced Assistant Director of Quality Assurance and Compliance. The Assistant Director for Quality Assurance and Compliance supports the strategic goals of enrollment management in the following ways:
• Manages compliance activities including the development, documentation, updating, and validation of all Financial Aid procedures and policies. • Develops, implements, and maintains quality control mechanisms to determine adherence to federal, state, and institutional aid rules and regulations; develops action plans for the correction of any violations or deficiencies noted; and provides regular feedback to the Associate Director for Compliance and Reporting. • Continuously institutes measures to detect, prevent, and resolve issues that fail to meet federal and state financial aid regulations. • Works closely with Financial Aid systems staff to ensure that new regulations are properly incorporated in the financial aid operating systems. • Coordinates Veterans, Athletics, and Federal Title IV and Virginia State financial aid compliance efforts for the financial aid office, including use and development of internal controls. • Independently researches and benchmarks industry best practices and makes recommendations for implementation. • Reviews financial aid appeals and special circumstance requests.
Primary Responsibilities Include:
• Provide operational oversight of all Veterans, Athletics, Title IV, and state aid programs, monitoring compliance with all applicable rules and regulatory requirements, including overseeing staff members responsible for these processes. • Responsible for the coordination of the reconciliation processes for all Title IV and state financial aid programs. • Analyze and apply NCAA financial aid legislation to ensure teams stay within NCAA financial aid limits. • Determine whether increases, decreases, and cancellations of athletic aid packages are permissible per NCAA rules. • Assist in the development of the Department’s financial aid policies and procedures and maintain the Policy and Procedures Manual. • Lead annual financial aid forms review. • Compile, analyze, and summarize financial aid compliance information. • Prepare periodic financial aid compliance reports. • Develop and prepare training sessions within the scope of capabilities, experience, and knowledge based on findings of quality control and audit review analysis. • Train staff on new regulations, policies, and procedures. • Work under intermittent supervision of the Associate Director, Senior Associate Director, Executive Director of Financial Aid and/or the Executive Director for SEM Financial Operations. • Assume other duties as assigned.
• Bachelor’s degree in Business, Financial Management, Quality Assurance or related field or equivalent experience. • At least two years of successful professional experience in financial aid performing quality assurance and compliance functions, interpreting federal and state financial aid rules and regulations, experience managing and administering financial aid programs, OR a demonstrated record of success in a related career field. • Experience developing and identifying continuous process improvement opportunities. • Exceptional interpersonal skills with individuals of all ages. • Strong written and oral communication skills. • Proficiency with Microsoft Office products and database management or student information systems (Banner). • Detail-oriented with excellent follow-through and planning abilities; must be able to manage deadlines. • Ability to develop knowledge of, respect for, and skills to engage with those of other cultures or backgrounds. • Demonstrated experience fostering a diverse and inclusive environment and an expressed commitment to do so while at VCU.
• Master’s degree in Business, Financial Management, Quality Assurance or related field. • Five years of successful professional experience in financial aid performing quality assurance and compliance functions, interpreting federal and state financial aid rules and regulations, experience managing and administering financial aid programs, OR a demonstrated record of success in a related career field. • At least one year of supervisory or leadership experience. • Financial aid compliance and training experience.
