Position Description The position reports directly to the Chancellor, with a dotted line reporting relationship to the Board. The college seeks a results-oriented professional to manage, plan, organize, and direct the work of the internal audit operations. The incumbent must represent the Chancellor's office and the college with tact, diplomacy, and professionalism.
The Executive Director Internal Auditor/Controller will provide the college with financial leadership and expert advice on a wide range of fiscal, operational matters, and advocates financial integrity and accountability in all college business practices.
Job Duties 1. Designs audit or program evaluation procedures; conducts comprehensive research; interprets and applies laws, rules, and regulations; gathers all relevant and detailed data, and analyzes them for audit decisions using both qualitative and quantitative techniques; applies management and operational theory, policy analysis, and operations research.
2. Audits surveys, including researching legal mandates and other background information, while determining needs of key stakeholders, identifying potential risk areas, understanding relevant internal controls, and identifying potential sources of evidence under general direction.
3. Develops audit scope and objectives, and prepares detailed audit programs, time budgets, and milestone dates.
4. Audits fieldwork, including collecting, analyzing, and documenting audit evidence as it relates to the audit objectives.
5. Reviews internal controls.
6. Develops audit findings and recommendations that are fully supported by analysis.
7. Develops scope of work for and monitors consultant contracts.
8. Audits follow-up activities.
9. Maintains the appropriate level of confidentiality and sensitivity.
10. Maintains professional proficiency through continuing professional education and participates in professional associations.
11. Plans, organizes, directs, and manages the activities and functions of the internal audit operation and performs complex operational, financial, and compliance audits. Develops methods and procedures to achieve objectives.
12. Develops, writes, reviews, and implements policies and procedures for use by departments and other college staff.
13. Reviews new legislation, regulations, and laws, researches, and conducts highly complex studies of financial, accounting, auditing, and related problems.
14. Prepares and presents written reports of audit findings and recommendations to improve internal controls and procedures for effectiveness and efficiency. Consults and guides college staff with corrective or improvement implementations.
15. Prepares and performs annual Risk Assessment and Audit plan.
REQUIRED KNOWLEDGE, SKILL, AND ABILITY Will have a proven track record demonstrating knowledge of:
1. Governmental Accounting and auditing principles, practices, and procedures.
2. Practices, standards, and method, relating to financial, compliance, and performance audits. The principles and techniques of California Community College finance administration.
3. Knowledge of the principles, methods of management, including work planning, analysis, and organization.
4. Computerized data processing as it relates to auditing, accounting, and fiscal operations and management information systems.
5. Knowledge of California Community Colleges State and Federal laws and regulations.
6. Have the ability to plan, organize, direct, and manage internal auditor activities and performs complex operational financial and compliance audits.
7. Prepares clear and concise audit, accounting, financial, and narrative reports.
8. Analyzes, evaluates, and solves complex and challenging audit, fiscal, accounting, and administrative problems.
9. Develops, prepares, reviews, interprets, explains, and applies complex fiscal data and reports.
10. Communicates effectively both orally and in writing.
11. Establishes and maintains effective working relationships and provides excellent customer service.
12. Prepare written and oral reports for the Board of Trustees.
Minimum Qualifications 1. Demonstrated knowledge, skills, and abilities to work with community college students with diverse academic, socioeconomic, cultural, sexual orientations, disabilities, and ethnic backgrounds (Required).
2. Bachelor's degree from an accredited college or university in business or public administration, accounting, finance, statistics, the social sciences, or a related field.
3. Four (4) years of verifiable professional auditing or related analytical experience; strong understanding of local government operations; demonstrated expertise in government auditing standards and auditing principles and practices.

Benefits Compensation: Total compensation includes a health insurance plan.
New employees hired on or after January 1, 2014, contribute 2% of salary to the San Francisco Retiree Health Care Trust Fund (RHCTF).
