Columbia Basin College ("CBC" or the "College") seeks a Director for Budget and Purchasing Services who will be responsible for providing strategic vision on the best use of financial resources by leading analysis and reviews at all levels of the college. For Budget, this means using multi-year planning, projections and analysis to support budget recommendations that look to meet current and future financial needs of the institution. For Purchasing, this means cultivating a group of strategic buyers that provide full scope purchasing services to the campus. The position reports to the Vice President of Administrative Services.

Provide leadership for a strategic budgeting system to ensure an effective resource allocation system focused on student success;
Contribute to the development of budget system tools/processes and the creation of a campus-wide budget that achieves the mission of the college while generating net resources for future strategic investment including programs and capital/facilities;
Establish processes for the creation of multi-year budgets that are built out to the "detail" level;
Provide leadership for management studies of programs and departments; support deep analysis for program creation, expansion and closures;
Lead analyses on the effects of institutionalizing grant funded personnel, systems and software on future budgets;
Analyze changes in funding to the College based on legislative, enrollment, historical data economic outlooks and other external factors that affect revenue and/or expenses;
Serve as part of the cash flow management team;
Lead the planning and implementation of campus wide trainings to improve financial literacy amongst budget owners and support staff;
Work with Controller to maintain a functional and properly organized Chart of Accounts;
Provide leadership for the Purchasing department;
Ensure a full service purchasing program that will support and lead customers from the initial identification of requirements for a purchase, all the way through receiving those purchased goods and services;
Perform procurement tasks such as solicitations through Requests for Preproposals (RFPs) and Requests for Quotes (RFQs);
Ensure an effective business partner relationship between the Budget/Purchasing departments and all campus customer groups as it relates to their areas of expertise and responsibilities;
Supervise and direct all employees reporting directly to the position including selection, training, task assignment, motivation, professional development, scheduling, leave approvals and performance evaluations;
Demonstrate continuous effort to improve processes and practices in the areas of oversight;

Perform other duties as assigned.
Bachelor's degree from an institutionally accredited college or university;
Two (2) years budget experience using computerized financial systems;
Two (2) years of progressive experience leading diverse teams;
Advanced computer skills including proficiency in Microsoft Excel, Access, Word and PowerPoint;
Advanced knowledge of principles, practices and techniques of fund accounting, financial management and budgeting; and
Demonstrated high level leadership skills in planning, budgeting, organizing and supervision of staff.
Master's degree in Accounting, Finance, Economics, Business or related field from an institutionally accredited college or university;
Five (5) years budget experience in higher education;
Five (5) years of progressive experience leading diverse teams;
Advanced knowledge of principles, practices and techniques related to procurement.
