The Controller’s Office, located in the Division of Finance & Accounting, is hiring a Senior Associate Controller. The responsibilities include providing leadership and effective management of General Accounting & Financial Reporting, Payroll Services, Tax Services and Educational Business Activity/Auxiliary Accounting. The effective individual will provide oversight to managers on day to day operations to support the business strategies, ensuring continuous improvement and exceptional customer service. The successful incumbent must be a driver of transformation, manage change initiatives to ensure successful implementation, possess strong relationship building and communication skills both in person and in writing, and possess knowledge of the application of generally accepted accounting principles for not-for-profit activities in higher education environment. This includes supporting the success of the University of Florida through the management, oversight, performance and proper control of transactions and operational activities.
The duties include:
Ensures high levels of performance, achievement of goals, and quality of results through managers and team members. Leads by example and creates an environment that fosters process efficiency and effectiveness though encouraging ideas for process change. Actively supports and contributes to the CFO Division commitment to diversity and inclusiveness. Monitors work allocation, evaluates employee performance, makes recommendations for personnel actions, and motivates staff to achieve peak productivity and performance. Provides leadership to department employees to include, but not limited to, coaching, staff development, evaluations, managing workflows, and enforcing policies and procedures. Communicates and works closely with leadership across the CFO Division and enterprise wide. Responsible for ensuring the efficient and effective operations of assigned areas, including the following:
General Accounting and Financial Reporting
Annual Financial Report - This area is responsible for managing the preparation of the University of Florida’s Annual Financial Report, including coordinating with the Auditor General, quarterly reports for the Board of Trustees and other external financial reports, including IPEDS, BEA-125, US News Finance Survey and Moody’s, as well as ad hoc requests for various data, reports and/or analysis.
University Accounting Records - This area is responsible for maintaining the integrity of the University’s accounting records, including the maintenance of chartfields and combination codes, review of general ledger (GL) activities and the timely closing of accounting periods.
Processing Journal Entries - This area processes GL journal entries for cash transfers, inter-departmental transactions, and expense corrections and reviews the accuracy of Enterprise Reporting data.
Payroll and Tax Services
Bi-weekly Payroll Processing - This area is responsible for the processing, recording, and reporting of payroll and payroll taxes for the bi-weekly payroll of the over 30,000 employees of the University of Florida. This includes direct deposit, time and labor, garnishments, adjustments, and other processing to ensure accuracy.
Payroll Taxes - This area is responsible for the tax treatment of foreign nationals, W-2 and 1042-S reporting.
PeopleSoft Human Capital Management (HCM) Subsystem - This area is responsible for accounting for payroll and payroll tax transactions in the general ledger, commitment accounting, distributions, retro distributions, table structure and applicable reporting.
Educational Business Activities/Auxiliary Accounting
EBA/Auxiliary Financial Oversight – This area is responsible for providing financial oversight and guidance for all University EBA/Auxiliary operations, including providing financial reporting assistance to EBA/auxiliary personnel as needed. This includes coordinating the Service Center Rate Review process and preparing quarterly Auxiliary Enterprise Review Committee meeting reports.
Tax Collection and Reporting – This area is responsible for providing oversight on the collection and compilation of university-wide sales tax, unrelated business income tax and other location taxes, including examining University revenues to evaluate taxability as unrelated business income.
Develops and implements strategic plans for the assignment departments in alignment with Finance & Accounting, Chief Financial Officer, and University strategic goals. Collaborates with the other Senior Associate Controllers and University Controller to develop and implement long-range, strategic goals for the division. Develops appropriate and useful measures and metrics to assess and understand department wide service levels, department and individual performance levels, customer satisfaction, and other information necessary to continuously improve the quality and efficiency of service. Analyzes and evaluates business processes and recommends actions to streamline processes and improve operational efficiencies. Continuously monitors the effectiveness of existing technology and systems to ensure applicability and usefulness of systems. Proactively communicates with all stakeholders potentially impacted by recommended changes to ensure stakeholder engagement.
Master's degree in an appropriate area of specialization and five years of appropriate experience; or a bachelor's degree in an appropriate area of specialization and seven years of appropriate experience. For some positions assigned to this class special qualifications may be added to the minimum, such as possession of a State of Florida CPA certificate.
Preference given for Certified Public Accountants and experience preparing annual financial statements.
