Job Summary
The Director, Global Finance, Operations & Compliance ensures the integrity of financial statements, budgets, the account records of the Global Centers within UChicago Global in compliance with local and US Federal regulations by developing robust internal control processes, proactively identifying and minimizing risk, and by managing the relationships with a variety of stakeholders. The role partners closely with internal clients to help facilitate and maintain a variety of activities overseas in a compliant manner, including short- and long-term research programs and strategic partnerships, while also coordinating the administration and operations for a portfolio of the University of Chicago’s global operations, including through legal entities in Beijing, Delhi, and Hong Kong. Reporting to the Assistant Vice President, Global Initiatives & Strategy, the Director, Global Finance, Operations, & Compliance will provide state of the art financial and operations services. He or she will work under the guidance of the Assistant Vice President of Finance for the Office of the Executive Vice President for Science, Innovation, National Laboratories, and Global Initiatives to prepare annual budgets and deliver accurate monthly budget forecasts as well as manage overall financial compliance. | |
Responsibilities
- Responsible for the compliance and timely preparation of financial reporting, operational excellence, internal control implementation and adherence, tax, accounting and other requirements per local regulations for the University of Chicago entities in Beijing, Delhi, Hong Kong, as well as any other international initiatives identified by the University.
- In partnership with the Executive Directors of the Centers in Beijing, Delhi, and Hong Kong and 3rd-party accounting and HR firms, ensures the timely and accurate preparation of the centers’ payroll, accounts payables & receivables, service agreement execution, and HR-related issues in compliance with local regulations, as well as US and federal regulations where applicable (e.g. federal grants).
- Responsible for successfully managing the relationship with internal and external auditors, local authorities (e.g., tax authority), tax and legal advisors, local and global academic institutes and other global business partners.
- In close partnership with the AVP, Global Initiatives & Strategy and the AVP of Finance for Science, Innovation, National Laboratories, and Global Initiatives, ensures compliance with the University of Chicago’s policies, U.S. Federal Regulations regarding U.S Federal grants, and foreign regulatory environments which includes research compliance, export controls, foreign grant accounting and international accounting guidelines/principles.
- Works independently to maintain and support the planning and execution of UChicago Global’s financial strategy.
- Conducts research related to various strategic and international initiatives and prepare analyses, reports and presentations.
- Constructs operational and financial plans for a variety of strategic initiatives and co-ordinates across a broad spectrum of campus constituents to facilitate and monitor implementation, analyze outcomes and update leadership through clear and regular communication
- Understand and coordinate operational activities, including finance and business-unit planning
- Establish relationships with and serve as liaison to administrative units
- Collaborate on development of communications, presentations, or special events
- Review and finalize reports, presentation and communication to senior leadership
- Staff working groups that encompass international and strategic initiatives as needed
- Special projects and analytical reporting for the Assistant Vice President for Finance for the Office of the Executive Vice President for Science, Innovation, National Laboratories, and Global Initiatives.
- Supervise one or more staff.
Minimum Qualifications
Education:
- Bachelor’s degree in business, finance, or other related field
Work Experience:
- Minimum requirements include knowledge and skills developed through 10+ years of work experience in a related job discipline.
- Extensive experience managing budgets, financial processes, procedures, and internal controls
- Demonstrated ability to assess and manage complex issues requiring prioritization and driving resolution.
- Proven ability to examine data, grasp concepts, draw conclusions, and solve problems.
- Familiarity with managing global teams, partners and stakeholders.
- Global mindset with prior experience working with a wide variety of internal and external stakeholders.
Preferred Qualifications
Education
- MBA, Masters in Accounting, or master’s degree in relevant field.
Certifications
- CPA or equivalent experience in corporate or academia managing Global entities, affiliates or programs.
Preferred Competencies
- Experience in contractual matters; ability to evaluate, interpret and improve the language used in contractual agreements.
- Professional experience in human resources, risk management, tax, and/or audit functions.
- Experience of intercompany accounting and operations, preferably in an international context.
- Experience working for an employer outside of the U.S.
- Project management certification or equivalent experience.
- Experience managing corporate compliance, records and minute books.
- Understanding of sponsored research in higher education setting
- Knowledge of external provider management processes and ability to effectively manage the business relationship with external providers (e.g., vendors, service providers, contractors, consultants, suppliers, etc.).
- Ability to operate in a fast-paced environment and manage ambiguity.
- Experience in Global Treasury, Foreign Exchange Management, and Hedging
- Familiarly with the University of Chicago.
