FINANCIAL ANL 3 (Budget Analyst)
Salary Range: $5,066.67- $10,175.00/Month. Budgeted Salary: Initial placement will not exceed $91,400/Year, commensurate with educational background and relevant working experience.

Under direction of the Associate Director of Administration, provides high-level analytical and problem-solving support for matters concerning policy, budgeting, funds management and financial transactions of significant complexity. Serves as department’s grants management specialist, independently managing associated intra/extramural grants, ledger reconciliation and effort reporting, and primary fund manager for gifts, endowments and legislatively appropriated special funds. Provides long and short-range budget planning and analysis expertise to develop external proposals, independently identifying and researching issues, coordinating with stakeholders and conducting complex data analysis for new/expanded resources. Performs and prepares departmental budget development/allocations/projections, fees, cost analyses, grant management, workload analyses, and financial transactions and reconciliations. Provides project management and assistance for complex administrative projects, contract development and monitoring, and departmental procurements.
QUALIFICATIONS
Required:
- Advanced level experience independently preparing complex financial/budget reports, developing financial projections, performing budgetary planning and monitoring budgetary processes using automated systems in a university/governmental setting.
- Knowledge and experience with fund accounting and generally accepted accounting principles and techniques, governmental contracting, procurement, and/or facilities management.
- Experience developing rate structures and applying cost accounting principles to budgeting, rate development, and financial reporting.
- Experience to independently manage multiple simultaneous complex projects and direct the efforts of others to achieve goals and objectives.
- Writing, editing, and proofreading skills to produce written proposals and other materials that reflect the standards and professionalism of an administrative office.
- Oral and written communication skills to clearly and concisely communicate and present complex information while maintaining confidentiality and using good judgement and diplomacy.
- Advanced critical thinking, analytical, and creative problem solving skills to independently identify issues, compile information, analyze data, interpret policy and make recommendations.
Preferred:
- Experience with UC Davis automated financial systems such as Kuali and Decision Support.
- Experience with UC Davis purchasing, facilities, contracts, accounting, and/or payroll related policies and procedures.
- Experience with the State of California budget development process, reviewing/drafting Budget Change Proposals, and performing standard annual State budget drills, such as employee compensation and retirement adjustments.
- Experience working in a complex, multi-funded department and interpreting and applying policies that govern the use of state, federal, gift, and other income funding, such as grant specific restrictions, Office of Management and Budget circulars, and University of California Office of the President policies.
