BRIEF OVERVIEW OF POSITION:

The Financial Services & Payroll office is responsible for accounting and financial reporting, payroll, grants and contract management, internal campus recharges, property management, and cash and investment management. The Financial Services team focuses on data stewardship, customer service, accountability, communication, and teamwork.

DUTIES AND RESPONSIBILITIES:

The Payroll Manager is responsible for the management, preparation, and processing of the MSU Billings payroll. The payroll is processed biweekly for approximately 1,000 regular, part-time, and student employees. This position supervises a Payroll and Benefits Technician III and a work study student. The Payroll Manager oversees day-to-day activities of the university payroll functions and provides technical and professional support, analysis, reporting, and training. The position is also responsible for the accounting duties related to all payroll funds including accruals, reporting, and reconciliation of all payroll funds, as well as the submission of payments. This position is a payroll compliance specialist and prepares all local, state, and federal reports, including university IRS reporting. Specific duties include setting up employee jobs and various other payroll forms in the Banner system; determining employee classification and pay types in accordance with collective bargaining agreements and pay plans; verifying timesheets; verifying and calculating compensation, overtime and leave eligibility; submission of payroll processes; pay adjustments; preparation and reconciliation of various retirement and insurance reports; preparation of payroll taxes and reports and remittances to various agencies; and vendor payments and reconciliations. This position assists in developing payroll policy and procedures and is responsible for training campus employees on matters related to the office. This position works with university and other agency management, staff, students, and customers.

REQUIRED QUALIFICATIONS:

• Bachelor’s degree or equivalent combination of education and experience
• Extensive knowledge of Payroll and HR practices and theory
• Demonstrated knowledge of accounting theory and practice
• ability to interpret and apply Fair Labor Standards and other governmental rules and regulations, as well as various collective bargaining agreements
• Demonstrated competence using various software applications, such as spreadsheet, and report generation packages; working knowledge of Excel, word processing, email, and web applications
• Demonstrated competence in organizing and prioritizing heavy workloads, and meeting a variety of simultaneous deadlines
• Excellent knowledge and experience in complex automated systems and related reporting
• Demonstrated strong communication skills in interpreting, explaining, and presenting detailed information, both verbally and in writing, to all levels of personnel, both internal and external to the organization
• Excellent customer service skills - manages difficult or emotional customer situations; responds promptly to customer needs; meets commitments.

PREFERRED QUALIFICATIONS:

• Knowledge of Banner software and the Banner Human Resources module
• Higher education and/or campus payroll and accounting experience
• Bachelor’s degree in Business Administration or related field
• Minimum of two years of experience in a supervisory position
