Associate Vice Chancellor and Chief Human Resources Officer
The State University of New York is searching for an Associate Vice Chancellor and Chief Human Resources Officer located at the System headquarters in Albany, New York. The Associate Vice Chancellor will report to the Chief Operating Officer in carrying out the duties of the chief human resources officer for the State University of New York (SUNY).

The Position: The Associate Vice Chancellor and Chief Human Resources Officer will be a customer-service focused strategic leader responsible for the development and execution of organization-wide human resource strategies; establishing and fostering professional development; and leading the University’s efforts in attracting, recruiting, and retaining outstanding talent to support the University’s mission. The Associate Vice Chancellor and Chief Human Resources Officer will promote and ensure implementation of system-wide excellence in diversity, equity, inclusion and belonging.
The Associate Vice Chancellor and Chief Human Resources Officer will provide vision and leadership to the University in all areas of Human Resources Management within System Administration and in partnership with 64 SUNY campuses, each of whom have their own unique needs and their own internal Chief Human Resources Officer.
The Associate Vice Chancellor and Chief Human Resources Officer will supervise and lead a customer-service focused human resources organization consisting of 19 employees divided into five functional operations: University-wide Human Resources, University-wide Benefits; System Administration Human Resources; Compensation; and System-wide Leadership, Skill and Knowledge Development which are collectively responsible for providing human resources functions and support to all 64 campuses and System Administration directly.
Essential functions of the position:
Serve as a key member of the SUNY leadership team to drive HR strategy and objectives and guide the HR function towards becoming a true strategic partner to executive leadership, playing a critical role in advancing SUNY’s mission in all areas related to human capital and culture.
Provide direct supervision of University-wide Human Resources; University-wide Benefits; System Administration Human Resources; Compensation; and System-wide Leadership Development.
Provide leadership in promoting and ensuring implementation of system-wide excellence in diversity, equity, and inclusiveness in collaboration with the Office of Diversity, Equity and Inclusion and other system offices, building a culture of respect and engagement.
Establish and cultivate a customer-centric approach to Human Resources.
Provide leadership in the development and interpretation of University-wide human resources policies, practices and procedure, in accordance with federal and state laws and collective bargaining agreements to ensure SUNY attains its objectives related to employee resources and needs. Regularly reviews and recommends improvements to existing policies, procedures, and practices.
Partner with, and provide expert guidance to, leadership, campus leaders and hiring managers to develop comprehensive talent acquisition strategies for a diverse and inclusive workforce. This includes clarifying required job skills and competencies to identify and attract the ideal candidate, identifying the best strategic sourcing strategies and techniques for each search, and advising on the status and trends of the current labor pool and market.
Develop executive compensation policies and provide information and data where necessary on all University human resources issues to the Chancellor, Executive Leadership, and the SUNY Board of Trustees.
Develop and implement a program for university-wide training and employee development, focusing on organizational needs related to human talent.
Maintain a knowledge of HR industry trends, pending legislation and regulatory changes, and provide guidance to leadership and the SUNY campus human resources community.
Actively cultivates and maintains effective and strategic positive relationships with key constituents across SUNY including campus colleagues, stakeholders, and vendors.
Required Education and Experience: A Master’s degree from an accredited college/university in human resources management or a relevant degree is required. A minimum of 10 years of progressive human resources experience heading up a team or company, with at least 5 years at the executive or senior level is required, with experience at an educational institution or higher education system strongly preferred.
The ideal candidate must have strong strategic planning and interpersonal skills with demonstrated ability to manage, inspire, and collaboratively lead a team of dedicated professionals in a customer service-oriented environment; proven examples of programs personally spearheaded that have helped to increase inclusion and promote diversity at their workplace; experience heading up a team(s) of employees working at different locations in different work environments (in-office, hybrid, remote workers); experience with multi-campus university system; highly strategic HR professional that is well-versed in the complexity of higher education and working in a unionized environment like New York State; possess an appreciation for learning and development and how it is integral to the organizational health and employment engagement; excellent written and oral communication skills; experience in the are of diplomacy; and demonstrated success creating and maintain a workplace that supports, values, and respects diversity, equity and inclusive excellence.
