Position Summary:
Reporting to the General Counsel of the Connecticut State College and University System and collaborating with the President’s Cabinet, the Labor Counsel provides legal support and guidance on a full range of higher education labor issues impacting the seventeen campuses and System Office within the jurisdiction of the Board of Regents (BOR). This position provides, prepares and presents legal advice and assistance for the System Office Human Resources Labor Relations, provides interpretation of statutes, regulations policies, addresses labor relations, negotiates collective bargaining agreements, and provides representation to the State Board of Labor relations.
Incumbents must possess proven ability to effectively work with a culturally, linguistically, and ethnically diverse faculty, staff, and student. They are expected to have excellent oral and written communication skills along with strong Information technology literacy skills such as Microsoft Office (Word, Excel, Outlook, Teams etc.)
Example of Job Duties:
Under the direction of the General Counsel of the Connecticut State College and University System, theLabor Counsel is responsible for effective performance in these essential duties:
Acts as the labor counsel for the CSCU; researches and applies laws, court decisions and other legal authority in preparation of opinions, briefs and other legal documents; prepares pleadings and other court papers in connection with suits, arbitrations, appeals and other legal procedures.
May provide representation of the CSCU before the State Labor Relations Board and the State Board of Mediation and Arbitration.
Provides legal advice and strategic guidance to the President’s Cabinet.
In cooperation with the VP of Administration/Chief Finance Officer, leads or supports collective bargaining negotiations.
Assists in drafting of proposed legislation; provides assistance in implementing newly passed labor related legislation.
Supplies legal guidance and training for faculty and staff in the form of written memoranda and oral presentations.
Represents senior administrative, executives and managers in administrative hearings; serves as contact person for labor matters to provide legal guidance for grievances and arbitrations.
Drafts complex contracts, memoranda of understanding, and affiliation and collaborative agreements.
Keeps abreast of issues and developments in legal specialty areas by reading journals, attending professional conferences, and conferring with colleagues nationwide.
Supports legislative liaison and reviews and draft proposed legislation; and,
Conducts investigations as required.

Minimum Qualifications:
J.D. from an American Bar Association (ABA) accredited law school or LLB required.
License to practice law in Connecticut.
Five (5) years of experience in labor relations and collective bargaining is required.
Successful Candidate must have or must possess:
Considerable knowledge and ability to interpret relevant state and federal laws, statutes, and regulations.
Considerable knowledge of legal practices and procedures of the State Board of Labor Relations and the State Board of Mediation and Arbitration including representation before courts.
Considerable knowledge of statutes concerning arbitration, mediation and fact finding.
Considerable knowledge of federal and state labor law decisions.
Considerable knowledge of public sector collective bargaining negotiation.
Considerable knowledge of management principles and techniques.
Considerable knowledge of legal research methods and procedures.
Considerable knowledge of legal practices and procedures in Connecticut.
Considerable ability to prepare legal documents and ability to conduct legal research.
Strong interpersonal skills, and strong oral and written communication skills.
Consistent exercise of sound judgment, often under time pressure and without complete information.
Strong organizational skills.
Demonstrated ability to work independently.
Ability to learn quickly, to assess a situation accurately and render timely, practical advice.
Ability to communicate and manage well at all levels of the organization and with staff at remote locations is essential.
