The University of Tennessee, Knoxville (UTK) invites applications and nominations for the position of Financial Analyst in the Office of Budget and Finance. UTK is seeking candidates who have the ability to contribute in meaningful ways to the diversity and inclusion goals of the university.
Reporting to the Director in the Office of Budget and Finance, the Financial Analyst provides analytical, budget and accounting support for financial, budgeting, planning and reporting activities for the Knoxville Campus and the UT Space Institute. This position will also be assigned departmental responsibilities associated with developing a broad variety of financial, projection and forecasting models, the implementation and maintenance of the university incentive-based Budget Allocation Model (BAM), implementation and maintenance of a budget planning software with associated modules such as scenario planning, long-range planning and other duties as determined by the Director.
Duties and Accountabilities:
Planning, Analysis and Reporting
Create and/or design complex financial reporting, analysis, short and long-term resource projections, fund utilization strategies, and comparison studies supporting the operating, financial, and planning decisions.
Create standard periodic reports providing monthly, quarterly and annual information for decision making.
Develop and enhance revenue and expense models, enrollment models, tuition discount models, and models of other factors impacting higher education. Assisting in the development of flexible comprehensive funding model and scenarios.
Researching trends and techniques for improving efficiencies, evaluating best-in-class processes, systems, departmental organization, and benchmarks for budgeting, planning, analysis and modeling.
Create new reporting formats (Financial, HR, and Student) for operational, budgetary, and financial decision-making using different reporting tools that may be available either directly or through coordination with the university’s Office of Information Technology.
Make recommendations to senior management with actionable steps and information supporting conclusions.
Manage and evaluate the overall planning and coordination of the budget to ensure compliance with sound budgeting and accounting best practices.
Manage and evaluate all aspects of administering, monitoring and reporting current and long-term financial plans which reflect the university's strategic goals and mission.
Provide expert analysis, projections and cost-benefit solutions to financial issues.
Serve as a subject matter expert (SME) for financial, budget and other reporting uses, including identifying appropriate sources and ensuring data integrity
Provide ad-hoc reporting and other data needed for annual or periodic processes such as annual raises or modeling. Coordinate the annual raise dissemination, compilation, and verification process, including statistical reporting. Identify and implement process improvements to this process.
Budgeting, Finance and Year End
Supporting the annual year-end process and the annual proposed and revised budget processes, including developing and maintaining standard budget formats and templates and process documentation, and coordinating and preparing budget reports for the Tennessee Higher Education Commission (THEC) and for University of Tennessee Systems Administration (UTSA) for inclusion in the annual budget documents presented to the Board of Trustees.
Tracking annual and multi-year commitments of reserve funds, and other central funds and entering or coordinating funding, as appropriate.
Assist in the monitoring, analyzing, and reporting on the unrestricted E&G and auxiliary fund balances.
Assist in managing the annual budget carryover process, including analysis, reporting, and funding.
University Budget Model/Budget Planning Software
Key lead in the redesign and management of the university incentive-based Budget Allocation Model (BAM), and significant involvement in the implementation and management of an integrated, all funds budget and planning software tool that will include capital budgeting and long-term strategic planning.
Manage and direct process improvement measures and identified efficiencies, new reporting requirements, lead campus training initiatives as well as related technical functions including but not limited to short and long term financial, student, and human resources models, projections, financial planning, data analysis, budget scenarios, proforma reports in support of central campus budget planning and decisions.
Serve as a subject matter expert (SME) for budget and planning software; conducting user support and training; monitoring group email box for support issued and questions.
Required Qualifications
Bachelor's degree in Accounting, Finance, Business or other relevant field of study;
4 years of relevant, progressively responsible experience, or an equivalent combination of education, training and experience;
Proficiency with Microsoft Excel;
2 to 4 years experience involving financial analysis, budgeting, or modeling;
Experience with large enterprise resource planning (ERP) systems (e.g., SAP, Oracle);
Organizational, oral and written communication skills;
Ability to lead and manage projects.
Preferred Qualifications
Master's degree in Accounting, Finance, Business or other relevant field of study;
Experience with Responsibility Center Management (RCM) budget model;
Experience with cloud-based budget, financial planning and analysis software (e.g., Oracle, Adaptive);
Intermediate proficiency with Microsoft Excel, Power BI, Power Query or other similar database software;
Higher education, governmental or non-profit accounting or budgeting experience;
Ability to lead project teams, supervise and direct the work of others.
