BASIC FUNCTION:
Under the authority and direction of the Chief Audit and Compliance Officer, plans, develops, maintains, and leads compliance training and recommends opportunities that enhance compliance training materials and experiences. Provides input for the annual compliance plan. Participates or leads, when requested, departmental risk assessments; audits compliance with higher education regulatory requirements; analyzes, recommends actions, and participates in investigations brought to the attention of the Audit and Compliance Officer. Participates and contributes to difficult, sensitive, and complex internal investigations and compliance reviews. Performs other tasks as assigned by the Chief Audit and Compliance Officer.
SUPERVISORY ACCOUNTABILITY:
Typically performing non-supervisory duties.
NATURE AND SCOPE:
Internal contacts include University and University Hospital senior administrators, office directors, college deans, college chairpersons, college department heads, faculty, and administrative staff. External contacts include internal and external auditors, various private and governmental agency representatives, professional organization representatives, vendors, visitors, and the general public.
PRINCIPAL ACCOUNTABILITIES:
Develops and implements compliance training methodologies, including writing and enhancing training materials.
Recommends learning strategies for students, faculty, and staff and appropriate delivery formats (in-person, online, hybrid) for achieving intended learning outcomes.
Directs efforts for developing creative strategies to improve learner engagement and retention.
Works collaboratively with the Learning and Organizational Development team to plan and develop courses and eLearning compliance related content for students, faculty, and staff.
Collaborates with the Learning and Organizational Development team to ensure compliance with higher education standards and guidelines.
Maintains knowledge of available tools and learning resources which may be integrated into educational activities through Workday Learning.
Assists the Chief Audit and Compliance Officer by reviewing and recommending new Howard University policies and procedures or recommends improvements to existing Howard University policies and procedures.
Monitors developments and changes in federal, state, and local statutes, regulations, and case law to assess the impact on the University’s system and recommends implementation and compliance strategies.
Conducts periodic compliance reviews to assess ongoing compliance of high and medium risk areas of Howard University units.
Monitors, evaluates and records training activities and program effectiveness.
Informs senior Office of Audit and Compliance personnel, of findings, problems and violations, and recommends remedial actions or resolutions.
Analyzes the internal control environment and drafts University policies and procedures for consideration by senior Office of Audit and Compliance personnel.
Participates in or leads compliance training as requested.
Promotes adherence to the Compliance Program and the Howard University Code of Ethical Conduct.
Assumes other duties and responsibilities that are related and appropriate to the position and area.
Participates in internal investigations and compliance reviews to assess organizational compliance in risk areas of the university.
Analyzes the Audit and Compliance Office incoming communications, including hotline calls to determine and recommend the most appropriate means for fact-finding and resolution.
CORE COMPETENCIES:
Experience interacting with department leaders, audit committees, boards of directors, external auditors, regulators, and professional consulting firms.
Familiarity with advanced features of Microsoft Office products (e.g., Excel and Word).
Effective communication skills (verbal and written) and the ability to collaborate closely with staff and periodically within tight time deadlines.
Proven ability to facilitate and reach consensus in committee structure with senior administration and with peers both internally and externally.
Demonstrated leadership ability with a proven record of success in communicating to and working with all levels of a rapidly changing
Ability to develop and facilitate compliance training to all members of the campus community to include senior leadership, faculty, staff, students, and consultants.
Ability to conduct risk assessments, audits and investigations, overseeing remediation action plans, conducting training programs, and drafting and revising policies and procedures.
Ability to coordinate compliance activities involving several departments simultaneously. Ability to conduct meetings, compliance training sessions and other compliance related activities.
Ability to maintain a professional manner and function at all levels of management.
Ability to establish and maintain effective and harmonious work relationships with staff, faculty, students, and the general public.
MINIMUM REQUIREMENTS:
Bachelor’s degree in business administration, public administration, or related discipline. Master's Degree preferred and at least five years of higher education experience or relevant experience. Training/teaching experience is a plus.
