The Director of Human Resources leads and manages the overall provision of Human Resources services, policies, and programs for the facility including employment and compliance; recruiting and staffing; employee orientation, onboarding, and training; employee retention and engagement; policy development; employee relations; and compensation, payroll and benefits administration. Provides support and guidance to management and employees with a focus on consistent employment practices.
Job Title: Director of Human Resources
Job Description: The Director of Human Resources is primarily responsible for establishing and directing the Human Resource Programs for A.C.E.S. employees and for maintaining personnel records. This requires dissemination of information to ensure that all employees are aware of the benefits provided by the Corporation so that they can be utilized to the fullest extent. The office is also responsible for ensuring the processing of the Bi-weekly payroll for all employees. In addition, personnel and payroll data are supplied to management staff to assist them in planning and decision-making. The Director of Human Resources also initiates special projects and accepts committee assignments as requested by the Executive Director.
Responsibilities: Daily Activities will include but are not limited to:
Assist in hiring, training, supervising and evaluating support staff involved in payroll and benefit coordination for all students, classified and professional staff employed by the Corporation.
Serves as the Executive Director’s designee regarding the day to day administration of the corporation’s group benefit provisions; i.e.; Unemployment insurance, Workman’s Compensation, Health and Life Insurance, 403b Program, Employee Assistance, etc.
Serves as the Corporation’s “Affirmative Action” officer and liaison with Campus Personnel Office in this regard. Monitors all employment and recruitment procedures to insure compliance with procedures established by the campus office of Personnel/Affirmative Action.
Serves as the liaison between the Corporation and the campus, enforcement agencies, minority organizations, and community action groups concerned with equal employment opportunities.
Serves as the Corporations “Right to Know” officer and liaison with University Police in this regard. Initiates procedures consistent with those of the campus to ensure compliance, reporting, and dissemination of accurate information.
Planning, organization, and execution of the annual employee training and orientation program; organizational development tasks and any other matters pertaining to Human Resources.
Assists the Executive Director in labor relations including proper execution of the bargaining agreement. Provides advisement and staff support to management personnel in the initial hiring classification, scheduling re-classification, promotion or any other change of employee status of all A.C.E.S. employee’s.
Administers and maintains appropriate records of both orientation and exit conferences with each individual non-student employee of the Corporation. Counsel new employee’s to enroll them in the benefits program that best meets their needs; counsel’s employee’s regarding the use of personal benefits.
Ensure that appropriate student personnel procedures exist .
Administers the attendance and leave programs ensuring proper classification and compensation of both professional and classified staff.
Maintains and updates the Corporation Policy and Procedures Manual and Employee Handbook and assists in the creation, publication and dissemination of other A.C.E.S. policies, procedures and informational materials.
Insures the maintenance and further development of the centralized Employment Data Record System for all employees of the corporation.
Monitors, provides advisement and staff support to management personnel regarding the record keeping and retention requirements of personnel data at the unit level.
Advise and consult upon request all pertinent matters relating to Human Resource Management.
Advise the Executive Director on all matters and information regarding A.C.E.S. Operations.
The ideal candidate will hold a Bachelor Degree in Business or related field or equivalent experience in a supervisory role. Applicants must have a high level of energy and a record of accomplishment. Strong interpersonal, oral and written communication skills are required. Must possess a strong ability to work under pressure, be detail oriented and maintain composure while working with difficult individuals.
