The Assistant Director of Transportation Services is responsible for administering an integrated university-wide transportation program including directing and monitoring daily activities. The assistant director plans, organizes, and coordinates work flow to maintain consistent levels of transportation service and participates in the recommendation and administration of operational policies and processes. The assistant director will work with division leadership and campus stakeholders to implement a strategic plan for Transportation Services utilizing best practices and innovative programs for active transportation and transit-oriented transportation to, from and within the campus.
This position serves as a university's transportation subject matter expert to develop, implement, direct, and control programs that both improve the transportation options available to students, staff, and faculty, as well as improve knowledge of and perception of sustainable commuting options.
The assistant director reports to the Director of Conference, Event and Support Services and works as a member of a team while frequently performing tasks independently. The assistant director is expected to set priorities, and assess and respond to customer needs.
Job Duties: Operations
Makes recommendations to the Director and internal partners associated with the strategies and policies to advance the transportation goals of the department and the University. Recommends changes and improvements for university transportation and vehicle operations consistent with university policy, the campus planning process, and in collaboration with campus partners.
Supervises and evaluates department staff to achieve departmental objectives. This includes a full-time coordinator and approximately 10 casual drivers.
Supervises and manages the comprehensive and routine scheduling and allocation of the university's motor pool vehicles for on and off-campus trips and event transportation.
Administers transportation services provided by private contractors and provides oversight and accountability for 3rd party limousine, car services, and bus companies
Oversees the creation, implementation, and evaluation of schedules and routes for the University shuttle service to improve operational efficiency including
Daily Shuttles (including summer session)
Late-night/Weekend Shuttles
Airport shuttles at the beginning and end of each semester and Fall, Thanksgiving, and Spring breaks.
Works with Facilities to oversee vehicle registration process, vehicle maintenance schedule, and EZ-Pass registration for approximately 45 university vehicles
Coordinates the University’s partnership with Enterprise Car Rental Program
Coordinates the operations of student, employee, and guest transportation including inspections, routing, driver hiring/training, and other related programs to ensure safe and efficient operations
Evaluates inclement weather and emergency conditions to make recommendations regarding shuttle usage
Budget/Financial
Help identify opportunities for external funding and revenue streams (grants, partnerships) to support departmental operations and goals.
Oversees Transportation Services operating budget including monthly billing and all expenditures related to contracted services and fleet operations/maintenance.
Assists in forecasting market changes affecting program performance and ensures incorporation into organizational financial plans and models
In conjunction with the director and finance office, develops capital budget requests and provides analysis for capital vehicle requests for transportation services and campus partners.
Leadership/Communication
Ensures that programs and services are actively communicated to campus constituents and visitors and that the department provides excellent customer service. Publicize, coordinate, and conduct training sessions and outreach activities; work with students, staff, and faculty to promote Transportation Services programs.
Direct customer surveys and engagement processes to align department goals and operations with transportation and related services
Responds to customer service inquiries for transportation services
Stay informed of and research industry trends and practices.
Creates, implements and monitors the University’s driver certification program.
Leads and actively engages in effective and timely communications with key stakeholders
Data Analysis
Track and review transportation-related legislation at the federal, state and local levels relevant to the impact on the campus community and fleet
Identify relevant metrics for tracking and reporting performance improvement, exceptions and process opportunities.
Minimum Qualifications:
Associate's degree plus three years or five years in lieu of the degree
Strong leadership and interpersonal skills
Ability to effectively communicate within all levels of the organization, including briefing executive management on the status of transportation issues
Technology oriented
Excellent oral and written communication skills and a sensitivity to effectively interact with a highly diverse campus community.
Demonstrated leadership abilities as evidenced by the successful implementation of programs and processes, the development and maintenance of collaborative relationships, and strong employee supervision and development skills.
Ability to develop, recommend and implement short and long-range strategic plans.
Experience in systems development, data analysis, customer service, program development and management, and fiscal planning.
Experience in transportation scheduling and planning
Proficient with Microsoft Office (Word, Excel, PowerPoint)
Preferred Qualifications:
Experience managing 3rd party contracts and services
Knowledge of Event Management System (EMS)
Experience in higher education
Knowledge of PENNDOT laws and requirements and University regulations and procedures.
Fleet management experience
Experience developing, implementing, and maintaining programs and services that incorporate active transportation and transit-oriented transportation.
Physical Demands:

Flexibility to work evening and weekends as needed or required
The ability to lift objects weighing up to 35 lbs.
